SCS SB 266 -- TEACHERS

SPONSOR:  Gibbons (Fares)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Elementary and Secondary Education by a vote of 15 to 0.

Currently, the definition of "teacher" for the purposes of tenure
includes certified teachers who teach at the pre-kindergarten
level.  This substitute clarifies that these teachers must be
teaching in pre-kindergarten programs for which no fees are
charged.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that without the clarification, some
districts believe that their fee-paying, day care programs will
be forced to close.

Testifying for the bill were Senator Gibbons; Missouri State
Teachers Association; Missouri School Boards Association;
Missouri National Education Association; Cooperating School
Districts of Greater St. Louis; and School Administrators
Coalition.

OPPONENTS:  There was no opposition voiced to the committee.
